James. Does the lieutenant at my job love me and how to get him to kiss and love me on another level?

I work in a different department and I really like this officer. He is really nice, loving, and caring. We talked alot at work and begain to get really close, now he been backing off and I want to know what is going on. Please help me understand is there really love their on a large scale and if he told back because his job and because he is a guy and never thought he will feel this way with another guy. I dont like feeling like im crazy and i feel he loves me.
