Keep getting Emperor in 'situation' position

Hey All,
I do a lot of relationship spreads about the same person, and very often I get the emperor card in the 'situation' position. I read about the card all the time and for some reason I have no idea how to interprate its meaning in that position. Today, I got the emperor in the situation and the Heirophant in the possible outcome, and now im really confused. Please help?
